Bulk WhatsApp Messaging in Chile: How to Send Without Getting Your Number Blocked
Β· Tucango Team Β· 10 min read

You sent your first WhatsApp campaign to your entire customer database, the replies started coming in⦠and the next day your number was restricted. Sound familiar? It is not bad luck: bulk WhatsApp messaging follows very different rules from email, and Meta is enforcing them more aggressively.
This quarter also brings three changes you should understand: Meta updated its business messaging policy on September 23, 2026, starting October 1, 2026, it charges for replies beyond the 1,000 free messages per month per number, and on December 1, 2026, Chile's personal data protection law, Ley 21.719, takes effect.
In this guide, we explain how to send bulk WhatsApp messages in an organized way, without the fine print.
What Bulk WhatsApp Messaging Is (and What It Is Not)
Real bulk WhatsApp messaging means sending messages to many customers through the WhatsApp Business Platform (the "official API"), using templates approved by Meta. It does not mean forwarding a message to 500 contacts from your phone or using extensions that automate WhatsApp Web: under Meta's policy, if you use a service to "send messages at scale in an unauthorized manner," your access may be restricted or removed (WhatsApp Business Messaging Policy).
The 4 Message Categories You Need to Know
Meta classifies business messages as follows (Meta for Developers):
- Marketing (template): promotions, launches, cart reminders. Used to initiate a conversation.
- Utility (template): order confirmations, shipping updates, appointment notices.
- Authentication (template): verification codes.
- Service (non-template): free-form replies to a customer who has messaged you, only within the 24-hour window that opens (and resets) with each customer message.
The golden rule: you need an approved template to initiate a conversation. Outside the 24-hour window, you can only send template messages (Policy, section 2).
What Changed in WhatsApp Pricing Starting October 1, 2026
According to Meta's pricing page (Pricing on the WhatsApp Business Platform, updated September 30, 2026):
- Replying is no longer always free. Starting October 1, 2026, Meta resumed charging for service messages, which are free-form replies within the 24-hour window (they had been free since November 1, 2024). Meta does not indicate any country exceptions; what varies by country is the rate.
- But you get 1,000 free replies per month. Each business number has a free tier of 1,000 delivered service messages per month. Meta charges starting with message 1,001. Unused messages do not roll over: the counter resets to zero each month.
- Utility templates sent as replies within the 24-hour window are also charged starting October 1 (they had been free since July 1, 2025), and are not included in the 1,000-message tier.
- What it costs in Chile: according to Meta's official rate card effective October 1, 2026, a service message to a Chilean number costs USD 0.02 (CLP 17.6584 if your account is billed in pesos), the same as utility and authentication. A marketing message costs USD 0.0889. Meta may change these rates each quarter: review them before budgeting.
- You need a payment method. If your account does not have one registered, Meta delivers replies within the free tier but stops delivering them once the 1,000 messages run out.
- Ads that lead to WhatsApp still provide free messages. If a customer messages you from a click-to-WhatsApp ad (from the mobile app) and you reply within the customer service window, a free entry point window of up to 7 days opens, during which you do not pay for marketing, utility, authentication, or service messages.
In practice: below 1,000 replies per month per number, customer service remains free; above that, every message counts.
WhatsApp Opt-In: The Permission That Protects You
Meta's policy is clear: you can only contact someone if (a) they gave you their number and (b) they gave you permission (opt-in) to receive your messages. And keep this in mind: Meta says you are solely responsible for ensuring that permission complies with applicable laws and for having a published privacy policy (Policy, sections 1 and 3).
How to Request a Good Opt-In
Meta recommends these best practices:
- Request permission that covers the categories you will send (for example, order status and offers), or better yet, a separate opt-in for each category.
- Clearly explain what value the person receives.
- Provide simple instructions for opting out and always honor them, whether requested through WhatsApp or any other channel.
Where Ley 21.719 Comes In
In Chile, starting December 1, 2026, consent to process personal data must be freely given, informed, specific, and obtained in advance, and it can be withdrawn at any time. People can also object to your use of their data for direct marketing. (A bill to postpone the law until 2027 remains in progress in the Senate as of October 11, 2026: the current effective date is December 1.) In WhatsApp terms: a clear checkbox on your form, details of the messages you will send, and an opt-out that works. We explain it step by step in our Ley 21.719 checklist for your website and marketing.
Tip: do not buy or "rent" databases; you cannot demonstrate permission.
Number Quality: How to Avoid Getting Blocked
WhatsApp does not block you for sending a lot; it restricts you when people react negatively to what you send. The policy states that Meta may limit your messaging or remove your access if you receive a significant amount of negative feedback, and that users can block or report businesses (Policy, section 7).
How Template Quality Works
Each template has a quality rating based on its use, customer feedback, and engagement (Template quality rating):
- Green: high quality, little or no negative feedback.
- Yellow: medium quality; it may be paused or disabled soon.
- Red: low quality; it is at risk of being paused or disabled.
- Pending: a new template with no data yet.
The factors that lower it: negative feedback and low read rates. If a template is no longer approved, you cannot send it until it regains that status.
7 Habits to Protect Your Number
- Send only to people who opted in and segment by interest.
- One goal per message, kept short and with a clear action.
- Identify yourself from the first line and keep your business profile complete (Meta requires up-to-date contact details).
- Watch your frequency: one relevant campaign per month is better than four nobody asked for.
- Offer a way out: "Reply STOP to stop receiving offers," and honor it.
- Always have a person available: if you automate replies, Meta requires a clear way to escalate to a representative, phone, email, or form.
- Review the quality of your templates after each send.
WhatsApp Messaging Limits: How to Grow Without Hitting a Wall
Messaging limits define how many different people you can message outside the customer service window in a rolling 24-hour period. According to Meta (Messaging limits):
- They are calculated per business portfolio and shared across all its numbers.
- A new portfolio starts with 250 unique recipients.
- You can increase to 2,000 if you verify your business (or your provider verifies it), or if you deliver 2,000 messages outside the customer service window to different numbers, using high-quality templates, in 30 days.
- The limit then increases automatically, one tier at a time, to 10,000, 100,000, and unlimited, if you maintain high quality and have used at least half your limit in the last 7 days.
The takeaway: verify your business and grow gradually with high-quality campaigns.
What You Need to Operate: The WhatsApp Business App or the Official Platform
- WhatsApp Business app: free and useful for small businesses with one-to-one conversations. It is not designed for bulk campaigns or teams. Note: under Meta's policy, messages about regulated industries (such as alcohol) are prohibited in the app and only allowed on the official platform, in certain countries and subject to requirements.
- WhatsApp Business Platform through a provider: this is the route for sending templates at scale, with multiple users, metrics, and a shared inbox. You access it through a platform that connects to the official API.
One option is Tropik, a platform from the same founding team as Tucango and a Meta-authorized WhatsApp Technology Provider that connects directly to the official API. It brings WhatsApp and other channels together in a single inbox for your team, and its Starter plan, from 3 UF/month with annual billing, includes bulk WhatsApp messaging (WhatsApp Broadcasting). Whichever you choose, make sure it uses the official API, manages opt-ins and opt-outs, and shows the quality of your messaging.
Frequently Asked Questions About Bulk WhatsApp Messaging
Is Bulk WhatsApp Messaging Legal in Chile?
Yes, if you use the official platform, approved templates, and each recipient's consent. Starting December 1, 2026, Ley 21.719 also requires informed, specific consent and respect for objections to direct marketing.
Why Was My Number Blocked or Restricted?
The most common reasons are receiving many blocks or reports, messaging people who did not opt in, or using unauthorized tools. Meta may limit your messaging based on that feedback.
How Many Messages Can I Send per Day?
It depends on your limit: it starts at 250 unique recipients every 24 hours per portfolio (outside the customer service window), and increases to 2,000, 10,000, 100,000, or unlimited based on verification, quality, and usage.
Does Replying to a Customer on WhatsApp Cost Money?
Starting October 1, 2026, yes, but with a free tier: each business number gets 1,000 free service replies per month (they do not roll over). Starting with reply 1,001, each reply in Chile costs USD 0.02 according to the official rate effective October 1, 2026. Replies within the free entry point window, which opens when the customer arrives from a click-to-WhatsApp ad, remain free (Meta).
Can I Use My Email Customer Database?
Only if those people authorized you to message them on WhatsApp. Ideally, request a WhatsApp-specific opt-in.
